Kansas City Impact Study is Garbage

Kansas City, Mo., is considering whether to do away with fares on the local bus system. Proponents claim that it will have a positive economic impact on the KC region. That claim is based on a faulty use of an economic impact study, however, according to CRER director Howard Wall.
